Intermittently or permanently?

What kind of trunks do you have?
Have you tried pressing the right side of the volume rocker button?
At this point, it's hard to say: it can be interference, it can be bad wiring or it can be a defective component on your system. You need to narrow this list down.
Let's start with internal calls (between two phones). Make sure you try a few different phones. Do you hear static or have low volume on these calls?

[li]If you do, the problem can be with the Key Service Unit (KSU) or one of its Station Modules (SM).[/li]
[li]If you don't, you can rule out the phones themselves and the wiring between the phones and the KSU/SM.[/li]
