I have a phone that has the loudspeaker button setup but does not make any sound when paging. I can page from other phones but not this specific phone. Any ideas?

If you have designated trunk 804 for loudspeaker paging (assuming it's a LS/GS port connecting), then you just map this line out as a button on the phone like jfilary has advised above.
If you want a clearer alternative than just mapping trunks to buttons you can formally have the Loudspeaker Paging feature designated through SysProgram-->AuxEquip-->LdSpkr Pg. This way it will exist like a Paging Group.
If this is the case then you can just program that button on the phone like you would a Group Paging button. If you have provisioned it through AuxEquip then the Merlin phone can have a programmed button for Loudspeaker Paging. For MLX display phones it will come up as LdsPg (like the GrpPg button).
Have you tried both speaking into the handset as well as the speakerphone? If you can compare programming with a phone that works and they're both programmed the same then I must think that the phone itself might be faulty.
Here's what I suggest:
1) Verify that button programming matches a phone that works with Loudspeaker Paging.
2) Try the handset as well as speakerphone to transmit.
3) Try programming a different button on the phone in question for the function.
4) Try replacing the phone or switching with a phone that works with Loudspeaker Paging (if you have identical phones).
