I had an application freeze tonight. I ended up doing a restart. After that, I had lost the list of icons on my Start/Programs menu.

I reinstalled W98 from the folder I have it in on my HD, no help. I can manually add the stuff back, but why did I lose it? Is/was there anyway to restore it?

Do you have users and passwords on your system? If so, the desktop could be looking in another profile directory instead of your normal one. The standard Windows Icons did not disappear. The ones I lost are the ones that get added under /Programs, when you install applications.

I do not have multiple profiles on the computer.

When I look in the Start menu using the Explorer, I can see that all the icon groups have disappeared.

I suppose backing up might have saved them. But I have never had much luck restoring Windows from a back up. So, I just back up important documents and reinstall the apps if I have a crash.
