Local/LD call barring except with pre-programmed BLF Keys

Have a customer with IPO 500V2 and version 8.0.46 with Analog Trunk Lines

Customer is looking to have one of their phones (1416) with external call barring except for pre-programmed BLF keys.
If someone presses 1-9 keys on the phone, it will need to ring to the Main HG.
 
put a shortcode in the user config like this ?D/Main HG number/Dial/0 and then program the BLF keys as Dial emergency with the desired number
If the user lift the handset or press the speaker key or dial any digit then the Main HG is called, pressing the BLF key should dial the programed number ( hopefully )
No guarantee it will work but it is the first thing I would try
