Local calling stopped working

It's an option 11c with analog trunks. recently the local seven digit calling stopped working. I can dial seven digits directly from the blocks. I'm not sure where to look. I have the area code of 831 local area code using rli 3

Soooo, if you are wanting to dial 7 digits like for an NXX and Subscriber, why in the world are you looking at an NPA
 
I'm not sure where to look. I was just trying to give any information I can.
 
Local calling should be built as an NXX, not an NPA so in this example, 214-844-1212, 844 is the NXX. So if you have the ability to call a 7 digit # you would dial 9 + 844-1212. The system would look at the NXX programming of 844

Wonder why it is built as Entry 1 and not Entry 0 in the RLI
 
Someone has changed something. I would remove Entry 1 and make it Entry 0 with all the same values
