Issue with 2nd E2t Card on MXe

I bought an Mxe expansion kit a while back that came with and echo cancellor and a 2nd e2t card. No matter what I do I cannot get that 2nd card to show up in the system hardware compute cards form. No matter what I do it slot 2 show not recognized. I tried the same card in slot 2 of another mxe and recieved the same thing. But heres the fun part, when I take that same card and put in in slot 1 of either controller, it works. So i'm thinking it must be my programming.
I added dhcp option 66 and entered the address of the mitel system.

Then added option 67 with a value of /sysro/E2T8260/
After that I added the mac address in as a static reservation.

That didnt work either. While I had the card working in slot 1, I programmed it via the bootChange command to add a unique IP address to it. Again, it worked just fine with the new ip address in slot 1, but then after moving back to slot 2, I get Not recognized.

Anyone notice anything that could be the problem?
 
Telnet into port 2007 and see what it's doing. It needs to boot before it can display the data in ESM.
 
turns out I had the flag wrong on the 2nd card. it was set to 0x4 rather than 0x0
