issue dialing external number beginning with 9

to get an outside line we dial "9" the the 7 digit number. We have recently had local 7 digit numbers beginning with "9" example 976-2376.

when dialing 9 976-2376 the pbx gives a fast busy signal after 9 97. how can we fix this?
 
our emergency number is 511
 
976 is programmed as SDDR Deny in the NPA records on a LOT of the switches I have seen before.

Anyway, to add it to your switch, just add to the NXX records in LD 90

thanks Pir8Radio that worked i can dial the number. I am still getting a busytone after though. but the number is nto busy because if i call it from my cell i get connected.
 
I hope you are using 976 as an example only. 976 is a nxx pay for call service like the 900 area code is, that is why it is usually blocked from dialing out pbx's in a 7 digit dialing plan area......
 
Curious did you ever get charged an arm and a leg for those test calls?

If your getting a fast busy most likely your NPA has 976 restricted as well.. :)
