I was of the understanding that if an SCN line fails due to network issues, the 'call initiation timeout' timer is reached, the IP Office will try the alternative routes configured in the ARS.
My plan was to use this in the event of network issues, ie SCN is up 1000 dials extension 1000. If the SCN is down, 4 seconds later the call will dial 55551000 over the ISDN based on my shortcode below.
Yes the handsets are registered to the gateway, I am actually trying this using a digital phone.

It is not working and not even attempting to work. What is the correct way to setup an SCN so in the even of network issues calls internal will go via ISDN or some backup trunk
