IPO tie to Nortel Option 11

We have a NI2 pri set up between our Nortel and our Avaya IPO rls 9.1 and we are able to call over to the IPO from the Nortel and also dial out using the IPO SIP trunks. We are NOT able to 4 digit dial over to the Nortel sets though from the Avaya IPO. I am not sure what we are missing, any ideas?

Open monitor and do a trace on a test call. See if call is routing out properly and what response you're getting from Option 11. Monitor will always tell the tale...

how is your short code configured?

turn MSGO and MSGI on the D-channel on the Opt 11 to see if it's hitting the IPO.
Is your trunk between the IPO set as Tie or DID ? It should be set to Tie.
It is possible to configure it as a NI2 Tie if you remove a package from the PBX via PDT.
