IPO shared phone calling restrictions help.

When reading this, think of a community prison phone as this is very similar situation.
Customer has an IPO Preferred 11.1.3.0.0 build 23 with Media Manager and J139 phones.
The community phones are 5 J129s (SIP phones, not SIP Features) located in a common area.
For these phones there will be 80+ residents that will have the below time for usage.

For these phones they want to...
Limit calls to 15 minutes...done using t(15) in Telephone Number field in ARS.
Record all conversations and store up to 30 days...done with Media Manager VRL. Recording prompt engaged.
Customer is ok with searching Media Manager via number dialed to identify the resident that called.
Allow external calling between 8a-8p m-f...done with Time Profile
Give each resident a few external numbers each to call that are being recorded... done with ARS.

Here is where i need help. Customer now wants the following along with the above.
***Only allow each resident 2 phone calls a week within the above time period and no more calls once 2 have been made.***

I haven't found a good way to log in/out (out is simple using the SC-in is cumbersome) of the J129s so I'm not sure user change would help the situation.
Account codes would be good if i could restrict the amount of times they could be used in a week or in a time period.
I'm at a loss at the moment on a way to possibly do this. Any help on this is appreciated. Thanks guys!
 
The only was I can think of would be Account codes together with a Short Code going through a Voicemail Pro Module that counts the calls (increases a variable). If the variable is two, that the Call is declined. But tbh I don’t knote if you will be able to identify the caller in VMPro to work with his personal variable

I thought VM Pro also after i left the site... something like this but i need some help filling in the blank steps below.
1. Create SC to a VM Pro module. (Would be nice if the J129 could hotdial the SC.)
2. Create a few check pin Test Variable actions (Apparently 15 is the limit before adding another 15 connected to the "no match") where the pin is associated to each user. Maybe last 4 of social.
Unknown step- Upon success> route to something that will increment call amount total. Failure to validate> plays message and hangs up.
Unknown step- Test to see if the incremented amount of calls is 2 or above then play message and hang up.
Unknown step- If below 2 then route to the above ARS in my original post where i can control the days and times allowed with time limit per call. At that point or somewhere allow them to dial their 11 digit external number.

Somewhere there is a need to run a weekly scheduled reset of the incremented amounts for all users.
