I am running two IPO's 406V2 both running 4.0(14), users are having poor quality over the WAN link (mostly choppy voice especially retreiving voicemails - This is a full channel T1 over the ATT MPLS network.
I have been told by at&t that the routers are set to the same difserv settings as the IPO even by default, I have also been told that the firewall routers have been set. Is there anyway for me to confirm that the packets are being tagged properly?

Can you not look at the stats of the policy on the routers to ensure they are matching ok?

ACA - IP Office Implement
ACA - IP Telephony
CCENT - Cisco ICND1
CCNA - Working towards.

Codec sets on both sites don't use auto start with G.711.

G711 (more bandwith but has better quality)
G729 (less bandwith but is less good then G711)
H450 support set on H450

Check on both sites:

tick; Out of Band dtmf
tick; Allow direct media path
tick; Voice networking

Copied this from someone a while ago it's worth a try

You need :
A config with such a module programmed ( create one off-line)
IP Office setup with a fixed IP Address and a TFTP address pointing to the PC which holds the binaries.
Thirth party tftp software (I recommend 3COM)
AVAYA Manager on the PC with the TFTP ip address
Network access from the PC to the IP Office
Serial cable

Power down the IP Office
Connect the module
Attach the serial cable between the module and PC
Power up IP Office
Open the config with Manager
Terminate Manager and start the TFTP server, set the default path to where the binary files are
Open hyperterminal 3800,8,N,1 and type AT, there should be a response back
Then type AT-X, the unit will reboot and ask IP Office for the binaries, IP Office will dowload the files from the TFTP server.
Often it does not and you must retry a few times.
The reason to use a third party TFTP server is because Manager always says it cannot find the file "avpots16.bin" while it is definetaly there.
