IPO 500v2 - Locked Telephony options

I have noticed something rather strange on my IPO.
I have 20 users so far.
Out of those 20, there are 5 users who have locked options under Telephony settings.
So under Telephony-> {Call Settings| Supervisor Settings| Multi-line options) there are entries which appear with a padlock, meaning I cannot change them. Firmware 10.1(73)

Would someone know why this is so?
