the small upgrade license is only up to 32 users and without expansion module, if you exceed either limitation you need the large upgrade license.

Offtopic but:
Have you ever used the Softphone on a small edition?
It needs a user license AND a IP Endpoint license, plus it consumes two extensions.
So with sixteen softphones you are directly on the limit of the license.
