IP trunk not showing on 14-05 block

Hello everyone,Recently i migrated sv81 to sv9100. After migration, iam unable to call to another site extension ip phone.
On memory block 14-05, theres no ip trunk, just the CO trunk.
Licenses has been activated:
voip channel -> 12
ip trunk -> 4
ip terminal -> 8

Kindly requesting any assistance...

Did you put license code and quantities in 10-54 for IP phones for both sites?

When you call the phone do you have busy signal or dead air? Does the phone ring on the other side? with no voice?

yes I have... 5103 quantities 52

when I call mobiles and local number, theres no audio (Both ways)…
When calling other sites extension, theres a busy tone, but when calling internally (extension) it works fine

issue is Iam not able to see the ip trunks in 14-05....only CO trunks.. there should be ip trunks since my other sites are connected through a link over the network.

Is there and procedure or configs for ip trunk to appear?..
