Make extension 202 a hotline to a voicemail AA (maybe with some recorded dialtone as the greeting) and make everything but 200 transfer to the extension.
Or, what we used to do in the old days - tell the person on 202 not to call 200 or you'll sack them
the correct way to stop someone calling the MD when he does not want them to call him takes 2 simple steps
1) MD tells member of staff not to call him.
2) MD fires member of staff if the instruction is ignored.
Another common option is for the MD to forward all his calls to his secretary, if the secretary is in the DND exceptions list then she can transfer calls to him when necessary.
