IP Office RCF line usage

I have a customer that has 6 lines and just installed a new IP Office system R5. They had us set up RCF to cell phones for a number of their employees. They freaked out, though, when I told them that RCF uses two lines, (one for the inbound call and one for calling out to the cell phone). Now I know this is true for a Partner system, but I am now questioning if this is indeed how the IP Office works. Can someone verify this for me, I can't seem to find any specific information about this documented.

This is how it works.

Call comes in on a line and it goes out on a second line.
This works for all the systems in the world.
