IP Office randomly "waiting for line" before connecting call to Sip Trunk

I have IP500V2 V9.1.6

Incoming calls come through fine, but randomly maybe 1 out of ten outgoing calls, i get "waiting for line" then after waiting another 5 seconds call goes through.

i have 10 channel sip license, sip trunk set to default 10 channels. no other extensions are using the channels, so i know they are free.

Line Group 50 (goes to ARS)

ARS rule:

line group 1
 
why you use ; and ars ?
you can use dial delay digit and dial delay time to eliminate ';'
 
will that elinate the waiting for line message?
 
Make sure (if you have them) the analog trunks are not also in line group 1 (happened to me once)

analog trunks are set to not in service and to group 0
 
I adjusted my dialing ARS rules to the following:

0N;/Dial/0N"@callcentric.com"/1
This short code matches any international calls

1N;/Dial/1N"@callcentric.com"/1
This short code matches any national calls

XN;/Dial/1212N"@callcentric.com"/1
This short code matches 7 digit local numbers

XXXXXXXXXX/Dial/1N"@callcentric.com"/1
This short code matches 10 digit local numbers

Am i missing anything here, my local area code is 212
