Yes, Avaya has been in the process of securing their downloads. You will notice on release 8.0 you can download the binary files without logging in but you have to login for the Admin suite of tools.
With the release of IPOSS, IP Office Support Services, maintenance upgrades become an entitlement, your SSO login is tied to your sold to which is tied to your IPOSS contract. I expect this factored into the decision.
