IP Office Calls Keep Ringing 1

Hi guys, hope you are all doing great. I've been facing an issue that if an user gets a call and doesn't receive/pickup the call then it's keep ringing until caller hangup. It's IP Office Server Edition. I've checked, default system no answer time has set to 15sec. If I enable voice mail then it's working but without voice mail, it is not. Any suggestion? Thanks.
 
If you have mnore users with no voicemail that want this disconnect than you have groups or users who want voicemail, then just leave voicemail turned on for all users and change the default leave to a disconnect.

This doesn't stop the fact that you have 34 VM ports for 1400+ users and IVR access, so are likely to get congestion.

I really appreciate your post with all details. Thanks. I did the same as other suggested but after that I'm getting below errors (I guess because of limited VM port license):
1. The following system resources are all in use: Voicemail Channels.
2. The following licenses are all in use. License Type: Additional Voicemail Pro (ports)
The client is a Bank, they have more than 60 dedicated numbers for IVR. If I enable this, IVR isn't playing at all due to resources aren't free.

Hi Pepp77, thanks for your reply. You are right. For normal operation, client should have more VM ports license for 1400+ users and IVR access.
