IP Office and Clabe converted POTS lines

I have a customer that just moved their service from Verizon POT's lines to CableVision cable coverted POT's line service(this is like a cable modem breaking out 5 POT's lines)
they get incomming calls but the system is having trouble making out bound calls.
I have seen this before but I cant remember the fix.
the IPO is a 406 3.0(59) and the only lines are the POT's line for both inbound an outbound.
the short code for the system i just [9]N, N, Dial, and the outbound line ID..
I'm stumped...
