IP office 11.1.2.0.0 build 239 Can not forward call using unconditional forward

System has a PRI. Setup a virtual extension and a user assigned to this extension. Routed DID to that user but call will not forward it goes to Voice mail immediately. Setup new virtual extension and new user and the same results. Rebooted system as well. All calls go directly to voicemail and are not forwarded to users cell. System status just shows going directly to voice mail. Inhibit off switch transfer is not checked. I do this all the time with SIP trunks and it works. Customer is using twining for many users and that works. Tried using twinning and selected the option twin when logged out and this also does not work. Goes directly to voicemail. If I disable voicemail I get a busy signal.
I have spent tons of time on this. This should be easy. Thanks for any help
 
Don’t forget you have to uncheck inhibit off switch transfer in User and System
You also need the short code for calling out in system short code

What happens when you ring the user directly..
Does it forward out to cell phone
 
Checked both system and user and the inhibit off switch transfer is not checked. We put 9 and the number for dialing out. I also added a user short code that is 9N and ars table 50:main
Still goes directly to voice mail

Here is my last call. I setup a new forwardtest user and new extension for this test as well.

This last call was setup using mobility features. I have a power user license assigned. I have also tried using unconditional forward.
Always rings twice and then goes to voice mail
 
Does the carrier need to have this enabled on the PRI?
Take it in steps...
First try calling the external 10-digit telephone number that you are call forwarding to and do this from any extension on the system - what are the results?
Then try dialing internally the virtual extension that you built with call forwarding enabled to the same number - what are the results?
Disable UCFW, and enable mobile twinning with the same phone number (check the box twin when logged out), call the extension internally - what are the results?

If I recall correctly, a user will not forward calls if logged out (virtual user). You need to use mobile twinning instead, with "twin when logged out" enabled. I also enable "Fallback Twinning" for good measure too.

I opened ticket with Avaya and they looked at the settings and said it is all setup correctly. They told me to upgrade to latest service pack before they will look at it any further
I think there is a bug with virtual extensions. I bet that if I log a phone in with that extension it would work as lots of users are using twinning with out any issues

I will upgrade over the weekend and see what happens
 
Try the Fallback twinning, I have had a similar situation where users do not have a phone or workplace and use mobile twinning, ticking this got them working.

There is a bug, in that, if you use the drop-down selection to assign destinations (like on incoming call routes), they don't work. If this is true in your case, try typing in the destination instead of using the drop-down.

Please remember... If it's not the way that YOU would do it, that does not necessarily mean it's wrong. EVERYONE knows SOMETHING that you do not.
 
The twinning settings above solution did work after I took out the 559 area code from the twinned number. I then tried the same number of forward unconditionally and it works as well. I also had to add the 9 and the seven digit number for it to work. I tried no 9 and 10 digit number as well as just 7 digit number but not the 9 and 7 digit number which was the fix.
Telfire was correct as 10 digit dialing did not work. Weird as we usually put the 10 digit number in and it works fine. This customer has a AT&T ip flex PRI and I guess it does not work. Thanks for all the help everyone. Did not put the service pack in yet so that had nothing to with the problem
