Internal call forward off site

I'm trying to for an ext(6901) to a 1800XXXXXXX off site. I have tried both ACD DN and phantom DN and they both work if I forward to a local DN using ACOD 9 and LD DN using ACOD 8. 1800 is programmed as an SPN to go out the same RLB that the local calls go out. Any suggestions?
 
I've programmed and tested both ways with AC1 and ACOD 7150 and the call still fails.

What happens when you call x6901 - you get a fast busy or goes to intercept?
 
Route 50 is told to OABS 1 - that means it absorbs the first digit dialed. I'm not sure why you would want that, but it is probably the culprit.
