That would depend entirely on the usage. I don't think there is a general convention, but if you're producing art for a specific application, enquire if there's an industry standard for that specific application.
Well, in that case, do what you want. Be creative. I don't think any special rules would apply there... If the artist asks you "Why the heck did you use those leaning quote marks?!", tell him it's an obscure convention used since the 1300 by Gregorian Monks, and if he's so great howcome he hasn't heard of it.
