Also you could have a database corruption (first tip off is the "no channels in voice channel monitor).
Telnet into the Server, then run "statapp" see if messaging is running.
If No, type "start -s Audix"
If the service starts (type statapp -U) then re-apply the patches, power down and power up to see if it stays up. If it doesn't come up, you'll either need a backup from before the corruption (I made one for myself after about 3 failures like this) or you'll need to call Avaya who will blow away all of the translations and re-set the database....
