IA770 CM5.1.1 License Issue

Does anyone know why a IA770 licensed for 12 ports on RFA only shows 4 ports on system?
I have tried resending RFA file but still doesn't give the full 12 ports.

It's based on the number of extensions you purchased in the switch, 0-99 is 4 ports, 100-299 I believe is 8 ports, 300+ should be 12 ports. It is not adjustable any other way other than by how much CM RTU you have...
