i2033 won't work in same location as working i2004

I have an operational i2004, running off of a BCM450, utilizing DHCP and a VLAN ID of 70. It is running through an HP 5406zl smart PoE switch. When I unplug the i2004 and plug in a known working i2033 conference phone, the i2033 will not get past the searching for DHCP screen. I can carry this i2033 across the hall to a different PoE switch and it will register to the BCM450 and work fine. Does anyone know the differences as to why the i2004 will work, but the i2033 won't work on this PoE switch? This issue seems to be network (HP 5406zl) related, but don't know what I can tell the IT guy to change in his settings.

Any help would be greatly appreciated!!.

It could be a difference in the Pin-Out usage on the network ports on the two different switches.

Can you try it right at the switch port to see if it's a wiring issue.
