I want to limit the number of Rings on any extension

go to LD 21 and print your CDB, specifically the RDR section. Look at the DFN0/DFN1/DFN2. there are the total number of ring choices per option.
go to LD 20 and print the TN for the phone. Look at the RCO setting. This corresponds to DFN0, yada yada. (RCO 0 = DFN0). If you want to change, you need to change the DFN0 in the RDR block, then change your phone to reflect this number. This will change all phones with that specific setting. So any phones with RCO 0, when you change DFN0, all those will change. Try using DFN2 as DFN0 is most likely the default
