I CAN'T MAKE IN OR OUT BOUND CALL ON DTI PRI ON NORTEL ICS 7.0

HELLO GUYS I NEED YOUR HELP.I DID THE FOLLOWING PROGRAMMING ON A PRI CONNECTED DIRECTLY TO T1 SMART JACK:
1-ROUTING SERVICES: ROUTE003 DIALOUT:9 USERI-A SVCE TYPEUBLIC.
2-DESTINATION CODES: ADD DSTCODE:9 NORMAL MODE ROUTE 003
3-TERMINALS&SETS: LINE ACCESS LINE ASSIGNTS LINE POOLRI-A:Y
4-SYSTEM PROGRAM: RECEVEID LENGTH:4
5-LINES: LINE160 TRUNK160 TARGET LINE PUBLIC RECEIVED N:3900
(3900 IS THE 4DIGIT SENT BY T1 PROVIDER TO THE PBX).
6-CBC LIMITS: PRI-A MIN INCOMING:1 MAX INCOMING:23
MIN OUTGOING:1 MAX OUTGOING:23
7-MAINTENANCE: PROVISIONNING L001 TO LO11 PROVISIONED
(CHANNELS 1 TO 11 FOR VOICE AND 12 TO 23 FOR DATA.
THE T1 PROVIDER CAN SEE CLEARLY THE D-CHANNEL.
IF I MAKE A CALL I HAVE A BUSY TONE
IF I DIAL A INCOMPLETE NUMBER I HAVE THE FOLLOWIN MESSAGE:
YOUR CALL CANNOT BE COMPLETED AS IT DIAL PLEASE CHECK THE NUMBER AND DIAL AGAIN.
THE T1 PROVIDER CLAIMS THAT SOME IS MISSING IN THE PROGRAMMING.

Why do you have a Dial Out Number of 9 in route 3?

if i do what you did post how i m gonna be able to pick up the line and dial outside .
that's why i choose route 003 dial out 9.it allow me to hit intercom 9 and i dial the number to call

The desti code allows you to hit intercom 9, not the Dial Out in the Route. By putting a 9 in the Dial Out this means that everytime you make a phone call using Route 3 the sytem will put a 9 in front of the number you dial.
