I cant make a call for specific numbers 1

Hello everyone,

we facing problem that ,we cannot make a call for the specific numbers

I will give example to understand me:
in my region there is spacial number for police(999),and ministry of interior (11991)....etc, we are not able to a call this numbers

form the landline, but its working fine if a call from my cell phone.

I asked that. It is a point though that the process of number analysis is explained more than once in this post, you should be able to work out what to do by now instead of asking for every change you want to make?

Thanks for your help, I think this page was created to help people and sharing experiences.
As I mentioned earlier this is not my field I have entered this field because of some circumstances.
So I consider this forum as a rescue me, to get information from experience persons.
I try as much as possible to implement the demands of users.
