I can not get a new bay up and running on an Sx200 LW19.

I can not get a new bay up and running on an Sx200 LW19.

The shelf 3 bay controllers RX and TX leds look like they are getting data, but after a few minutes they change to solid red and the alarm led lights. Fiber Interface Modules (FIM) Leds are always solid green.

I removed all cards (Except bay controller and FIM card) from bay 3 and moved the fiber cable from bay 2 down to bay 3, and the bay comes right up.

Any help would be appreciated

What kind of BCC card are you using? BCC III? It's possible that the card is corrupted if you didn't give it enough time to boot up.
What are you connecting it to on the Main Control Cabinet? and how? Do you have the cabinet assignment correct? If your FIM/CIM Carrier is in Slot 10, then you have Bays 2 & 3, - if it's a triple FIM/CIM - the 3rd connection in slot 10 becomes bay 6.
 
I don't know the BCC card type, but I can tell you, that when we moved the fiber cable from Bay 2 to Bay 3, the card came up in seconds and we had working stations. We are connecting to a FIM/CIM on the Main cabinet in slot 10, servicing bay 2 (working fine) and bay 3 not working. It is a triple FIN/CIM. Form 04 states it has two bays in slot 10.

Found the fix. The FIM card in slot 10 was set at 2, which to me means bay 2 and 3 are enabled. The FIM card has 3 outputs, all I need are 2. I went to form 04 option 71 and changed it from 2 to 3 and now all is well. The manual states when this card is enabled for 3, you have Bay 2 Bay 3 and Bay 6 active. All I needed was Bay 3.
