Hunt Group overflow with SCN

3 sites, 2 r7, 1 r8.1. Can't seem to get hunt group calls to overflow over SCN to remote site.
Collective hunt group with 4 members rings for 12 seconds then overflow to sequential group at another site.
I see the call hit the remote user for a split second and stop, then ring sequence starts over at original group.
I have tried changing group types on both ends. Building the overflow group at main site using members from remote site. Adjusting overflow and no answer timers within groups higher, lower and to matching values. I have tried creating a phantom user in group at main site that forwards to remote user. Can't seem to get it to work in any combination.
Sites are connected via VPN (yes I know not supported), but of course customer insists not the issue. I have no issues dialing between sites, or forwarding calls between sites but can't seem to get a hunt group to overflow to remote site or users.
I did find this issue was addressed in r8.1.69 release notes, but this patch didn't work. Currently at r8.1.81.

Hi hbsurfn.

I was told it was always best to have all of the control units in the same SCN having the same software.

Don't know if this will solve your problem, but something to be aware of.

Depending on your level of R8.1
IPOFFICE-39767 Call will not overflow to remote SCN hunt group if ring mode is set to Collective or Collective Call Waiting
Was one of the issues resolved in R8.1.73.
The most current version is 8.1.81

The problem, I believe, is that R7 and R8.1 are considered two releases, rather than one. R7 and R8, but not R7 and 8.1.

How is having the sites connected vpn not supported??? That is one of the best ways, besides MPLS.

Budbrd- Yes I read the same note, but that release didn't fix so I went to latest 8.1.81, still with no luck
AACon- This is a cheap customer and these VPN's are over DSL internet. Most likely more than 5 hops per leg.
I am going to try rolling back from 8.1.81 to r7 and see if having all 3 on same release fixes. 3 sites were installed at different times thus the different release numbers. Customer refuses to pay for upgrade licenses.
