how to telnet to the voip engine?

I am working a voip resource problem and found an avaya doc (KB10117710) that says to telnet to the voip engine on a g700. Ican telnet to the stack and the MG but not the voip. I know the address but it refuses the connection. Anyone know what might be wrong?

you can't do it. You can only access the MGP, and then reset or change the IP, etc of the VOIP module.

In order to enable the telnet session, you need to follow this procedure:
1. Login the mgp.
2. Type: configure.
3. Type: voip telnet <timeout> <login> <password>.
4. Telnet the device.
