How to Stop Analog Set Dialing

Hey guys!
can you help? I have a security line (Analog set) going to a gate. They have to update info regularly. The problem is there is a fault on the cable somewhere (I have a contractor looking for it) and the set keeps dialing out 4 digit extensions - the other day it dialed 911. Is there a way to TOTALLY disallow this set to dial anything?
I looked at all the CLS restrictions but nothing totally blocks dialing! (They dial IN to a device at the gate so it never has to dial out.

So you probably have 911 programmed in LD 24 and even fully-restricted phones can dial 911.
Best solution I can think of is to make it a hotline to itself.
