Why do they want to play music, is there a sensible reason or is it simply a "music sounds nicer than ringtone" type request?
I can see a plausibility some businesses my want to play a warning announcement to the user before the user continues to dial out (rental offices/meeting rooms where the calls are charged perhaps?) but would probably require VM Pro.

client insisted that by pressing 9 when making an outbound call, there's no way from him to know if did. although i already enable the secondary dialtone on the ARS still its not acceptable for them
So they want it to start ringing/play music after they press 9 before they have even finished dialling, that's just stupid and will lead to nothing but confusion
Is not going to happen on any system.
When there is a system that can do this then send them over there and laugh!
This kind of customer is not what you want and will keep asking for stupid things.

I cannot imaging that i have ever had a call where i heard music on hold when i picked up the phone.
Indeed, they are all almost completely deaf or being quite stupid, but if they couldnt hear it why havent they complained about not hearing the initial dialtone..... It's the same one
i tried setting the system locale to united states, then under user rights/short code i tried using different locale (argentina), but no change on secondary dialtone. any idea what i missed?
The tone plan is set by the system and can't be changed in that way, you need to tell the customer they can't have it their way they can only have it the way it is. If they don't like it it's time for another system
A different System Locale would give you a different secondary dial tone but it would also affect the ring cadences, the clock display format, busy-tone detection language prompts etc.

that was what i was expecting, but the tone did not change so i tried different locale combinations but no luck. any idea what i missed?
I think you will be fighting with this customer for a long time
unless you can explain to them they are on a Moden PBX & not something from the stone age.
there is no need for them to wait for secondary dial tone (Heck even the '9' is often unnecessary) they can just keep dialling. waiting for secondary dial tone dates back to the days of mechanical/discrete electronic systems where the digits dialled by a user were blindly transited to the trunk interface regardless of its state this has not been the case for many years.
