How do I call forward off net

I am trying to set up one extension on our system that will forward the calls off-site to a cell phone. I have setup a remote number and created a new coverage path. When I call the ext internally it works, but if I call the DID number I receive a busy signal. Anyone know what I'm missing?

See change cos form.
Restrict Call FWd-Off Net must be No for the forwarded extension's cos.
 
Try to check the coverage path if the y/n settings for inside and outside calls are the same.

I did have the RESTRICT CALL FWD-OFF NET set to NO in the COS. I also checked the coerage path and verified that the y/n setting for inside and outside calls were the same. What seems to have worked is changing the TRK-TO-TRK TRANSFER OVERRIDE to YES for the COS for this extension. Thanks for your suggestions.
 
Keep in mind many believe this opened up your switch to toll fraud. Supposidly there are way people can get to a second dial tone and make all sorts of call out of your system.
 
I manage a major client and our policy is to only set up offsite forwarding when a manager approves the request to a specific number, implying a valid business need.
We set up the offsite forwarding using a non-DID extension, and using the Uniform Dialing Plan.
I can send you the procedure we use (involves AAR Analysis, Route pattern and the UDP) if you want to try that route.
