Do a 'change ars analysis 1xxx555' (assuming that you dial a '1'. In the route pattern field there should be a legitimate route pattern number. you can do 'list ars route-chosen 12015551212' to see what route pattern the switch thinks it's using. You may have to change the routing information.
It doesnt look like an ars issue here are the results.
1) change ars
change ars analysis 1xxx5551212 Page 1 of 2

Do you use ARS Digit Conversion? Maybe you have the PBX receiving the outpulsed digits and converting them or even denying them....'change ars digit 0'... See if you have an entry there.
Also, check 'ch ars ana 1xxx5551212' to be sure you have it entered as a service call per:
ARS DIGIT ANALYSIS TABLE
String Min Max Pattern Type Num Reqd
1xxx5551212 11 11 p17 svcl n
Finally, verify the COR on the dialing station with the COR on the Trunk Group and Route Pattern that this call goes out on.
