I have Internet Optimizer on a friends windows 95 and tried to use "install Uninstall" but it keeps coming back I think this is a spy program that produces a lot of Popup ads

Have you tried using Spybot, Ad-Aware and other such programs ?
You can get free trial versions that will take care of the issue for you.

Hi,
As a just in case on this one, get a copy of lspfix from cexx.org. If your internet connection goes during fix attempts, running this should repair the damage to get it back for you.

Take a look at faq608-4650. If you go through those steps and are still having trouble, you can post a hijackthis log in forum 760 and we will see if we can help you finish getting things cleared up.

Links to some removal steps and software tutorials that may be of use to you.

It's 10 O'Clock ( somewhere! ).
Are your registry and data backed up?

it's a spyware thig.... use adware or spybot, but don't use both of them together, because the main problem with that is that if you use both of them together, they will conflict each other.

uninstall Internet Optimizer

Uninstall procedure
Uninstall Internet Optimizer from "Add/Remove Programs" in the Windows® Control Panel. Look for entries called 'Active Alert' and 'Internet Optimizer'. If you run into problems uninstalling, please contact the vendor for support.

Manual removal
Please follow the instructions below if you would like to remove Internet Optimizer manually. Please notice that you must follow the instructions very carefully and delete everything that is mentioned. In most cases the removal will fail if one single item is not deleted. If Internet Optimizer remains on your system after stepping through the removal instructions, please double-check by stepping through them again.
Start the registry editor. This is done by clicking Start then Run. (The Run dialog will appear.) Type regedit and click OK. (The registry editor will open.)
Browse to the key:
'HKEY_LOCAL_MACHINE \ SOFTWARE \ Microsoft \ Windows \ CurrentVersion \ Run'
In the right pane, delete the value called 'Internet Optimizer', if it exists.
Delete 'HKEY_LOCAL_MACHINE \ SOFTWARE \ Classes \ CLSID \ {F7F808F0-6F7D-442C-93E3-4A4827C2E4C8}', if it exists.
Delete 'HKEY_LOCAL_MACHINE \ SOFTWARE \ Microsoft \ Windows \ CurrentVersion \ Explorer \ Browser Helper Objects \ {F7F808F0-6F7D-442C-93E3-4A4827C2E4C8}', if it exists.
Exit the registry editor.
Restart your computer.
Delete the following files and directories:
C:\Program Files\Internet Optimizer\
%WinDir%\iopti130.dll
%WinDir%\nem207.dll
%WinDir%\nem212.dll
%WinDir%\nem214.dll
%WinDir%\wsem210.dll
%WinDir%\wsem216.dll
Note: %WinDir% is a variable (?). By default, this is C:\Windows (Windows 95/98/Me/XP) or C:\WINNT (Windows NT/2000).
Start Microsoft Internet Explorer.
In Internet Explorer, click Tools -> Internet Options.
Click the Programs tab -> Reset Web Settings.
