horizontal tear lines...?

on my new computer when i move windows, play games or do pretty much anything with moving images i get horizontal glitch/tear lines going across my screen... i'v tried a diffrent monitor, switched the motherboard ram and video card and i cant think of anything else that could be causing it, anyone got any suggestions?
 
I see that you switched the ram and the video card I am assumeing that you have allready added more mem. and a faster video card. There are a couple things that you might try
1.) is the cd rom if you are playing games or doing things from a slower cd rom you just need to install a faster one the transfer and read rates may be to slow for your system.

2.) The cpu could be to slow for what you are trying to run assumeing that you have more then enough memmory to run everything .

I am not sure of what you are running on your system or even what your system is ?? I hope these will help you out
 
i'm running a athlon xp 1600 with 512 megs of ram and a radeon 8500 le on windows xp...i can do the same things i get glitches on on this system with my old 433 celeron no problem so i'm pretty sure i have enough power
 
Might try fiddling with refresh rates on your monitor (if I'm reading your problem correctly). Also are you running the up to date drivers?

I'v tried the newest drivers for my radeon and a geforce 2 mx and gotten the same problem....my monitors refresh rate is currently at 85 so i dont think thats it :( but thanks anyway i'v been posting this problem around the internet for awhile now and it doesnt look like i'm going to find a fix without replaceing my computer piece by piece till it stops eeep! :)
