HELP... DID trunks ring busy

Upgraded an R3 Legend to R7. Afterward my DID trunks began ringing busy (regular busy not fast busy) and ring the same whether the trunks are plugged in or not.
I checked the programming, and the DID settings are the same as before the upgrade (TT/rotary, wink/immediate, etc...)
I AM able to make test calls through the DID trunks with my butt-set.
Ideas?
Provider issue?

The service never changed, i.e., the trunks were already working when I got there... no new cross connects, etc...
 
If nothing really changed except upgrading the processor, the problem may be your service provider. Who provides your analogue DID trunks? Sometimes the trunks will go to maintenance busy when you take your equipment offline or powered off. Most 5ESS and DMS switches have auto restore for DID trunks, but there can be hiccups! What you need to do is call repair service and open a trouble ticket for the DID trunk group. The provider will test and release the trunks into service, and that should take care of it.

One other note: when calling your DID numbers, you either get a "busy tone" or a "ringing tone"! There is NO such thing as a ring busy! That is an invalid term and description!

SYQUEST was right. The provider had busied out the trunks.
