HELP...911 Routing issue!! 2

I currently have an offsite switch that is sending 911 calls to the wrong dispatch center. All the calls go back to the main site as if they were originating there, thus causing a huge issue should an actual emergency occur. Since this is a potential life safe call, it's imperative I get it fixed right away...since it seems like my issue and not the CO/LEC.
The problem I am having is understanding the routing for the 911 call. Currently, it routes back to the main site over SIP trunks, but it should actually route out over the local PRI, through the local CO/LEC, to the local dispatch center.
The RLI for 911 is 6, the RLI for PRI/failover trunks is 1,and the RLI for SIP trunks is 0. I have attached some SPN info from LD 90 and RLI info from LD 86. Am I missing something?
If anyone could help with directions it would greatly appreciated?
 
OK...spoke a little to soon, eating crow right now...ya know, taste a little like chicken! But doesn't everything?!!! LOL Back to the matter at hand, while 911 is working, 9911 is not! I checked the NXX for 991 and it shows an RLI of 0, so I changed it to 6 to route like the 911 calls. I made some test calls and though they show they are routing over the local PRI and not SIP trunks they are giving the ID of our main site and not the local site. I tried adding a second entry in LD 24...ESA but don't seem to be able to add the second entry. I am looking at my other 2 sites for similarities, but if you have any suggestions in the meantime, send them my way. Thanks in advance!
 
That is easy.

SPN 911 directed to a RLI that has LTER yes. DMI strips 4 and inserts 911. Then it will follow the ESA routing of 911.
 
Never mind, I seemed to have found the issue...9911 is working now as well!
 
Hello, back again...9911 is working on all but 3 phones, which all have a TGAR of our main site, other remote site, or int'l dialing access. Can anyone point me to were I can print and change the TGAR or TAGR input if necessary. I have searched and searched and can't find the right LD.
 
You can change tgar at the phone level in ld 20. Change it to 0 and there will be no restrictions. Targ is changed in the rdb in ld 16.
