H323 Line bounces around the same time every day, causing unobtainable on site to site call. It bounces between 10 and 11 every day, and IT swears there's nothing running on the network that could cause this. We get a trunk out of service and a trunk cleared alarm each time.

Try eliminating the IP Trunk by routing your voice traffic through the PSTN if possible. This will prove that is not a PBX issue.
2.- See if they have another Internet pipe available and try to use that instead.
3.- Replace the VCM Modules or Control Unit, to prove is not a PBX issue.
4.- Make sure the vcm channels/Lines are configured with the same quantity in both systems.
