FNE Service 00 dialing *17

Our client just brought to our attention that when using the FNE 00 he cannot dial *17 to access voicemail. If I use anything starting with *1 the short code does not work, but if i use any other short code, *34 for example and send it to Voicemail Collect it works. Logically I figured there is a conflict in the PBX but nothing starts with 1 or *1 (Extensions, groups, ARS, etc.). This is very strange and I'm wondering if *17 ever worked.

PBX is currently on 9.1.11 but I have the same issue with 9.1.7, 9.1.8 etc.
 
It works fine on 10.1 so upgrade is the advice as Avaya does not fix any issues on 9.1
 
Without testing it, my suspicion would be on a blank mailbox password or a Vnnnn user Source Number entry that doesn't match the CLI of the phone from which you're dialing *17.

Stuck in a never ending cycle of file copying.
