External calls going to General Delivery Box 1

For some reason, external calls to a particular extension are going to the General Delivery Box, but internal calls go to the extension's voice mail (as it should). How do I get external calls to also go to that extension's voice mail box? Any ideas?

 
does the line ring the phone as it should or does it go directly to gd mb? I have had in the past a DID number that was not programmed with the received number. the target line was assigned to the set but when someone called in it had no idea what to do with the call so it ended up at the gd mb. just a thought. one other thing, not knowning how your call is treated comming in, i had a problem where a number was answered with AA and then the caller was prompted to enter the 4 digit ext no. When you started entering the ext no. it would give you an error. some one had turned on the touchtone gate in vm so it wouldnt let anyone dial by ext number through the AA.
 
The line does ring as it should. Incoming internal calls after 3 rings go to that extensions VM, but incoming external calls after 3 rings go to the GD MB.

I have the line (209) set so that the rec'd # is the extension (1684), If busy:To Prime, and PrimeSet is set to 1684.

Under Terminals and sets, extension 1684 is assigned to line 209, Ring Only, Forward no answer is set to 2251 (voice mail), Forward Delay is 3.
