External Call Forwarding of DID calls - stops working

I read thru tons of posts here to see if anybody has talked about my problem. There are some similar ones, but not as specific as I would have liked to see. I have a MICS Rel 7.0 T1/PRI w CP 100 Rel 3.1. My client recently switched from a Windsteam/Paetec PRI to Time Warner PRI(hybrid with Adtran router). The external call forwarding no longer works for the client. Currently, the DIDs are assigned to the various employees extensions with Ring Only - 2 Appearances. Prior to the switch over to Time Warner they would simply press F4 and enter 9 xxx-xxx-xxxx for the destination. Now the forwarding is terminated when the call hits the PRI - I get the 2-3 soft tones and then nothing. I tried R & A's for the target lines - no luck. I am curious if anybody has had similar problems and what the resolution could be. I am working with TW NOC now but I figured that I would be proactive now and see if anybody has heard of this problem. I will post resolution once I find it. They sent me a document that says I need to tell the PBX that the call needs to redirected. Huh?
 
If external call transfer worked before the switch to Time-Warner and nothing else was changed, then the problem lies with the carrier.

You can check each extension to make sure "Allow redirect" is set to Y. Also verify that the destination code 9 is programmed to use the route directed to the PRI, and the absorb length is set to "All". There's no reason any of this would have changed unless the system was recently powered down and the memory cap in the NVRAM is dead.

We have the same issue with Time Warner. I believe the root of the issue is that when the MICS tries to forward the call it wants to show the number of the inbound caller instead of the OLI assigned to the forwarding station. We were unable to get Time Warner to make any changes to allow us to make it work, I hope you have better luck.

rlsabin is correct, TW is seeing the original caller id from the calling party as making a call from your trunks. Since that ID does not match any of your trunk information they reject the call. But I've never had anyone tell me that they will not just allow any numbers to go through if I oked it. Of course I've not worked with TW that much.
 
Thank you for the replies. I've been working with TW support for the last hour or so. They made and adjustment and we were able to complete an LD external forward. But, still no success on a local land line and/or cell #. Interestingly, the local line forward almost completes - I get a ring burst or 2 then disconnect. TW sees it as an incompleted call. The current theory is that something in the local cell tower routing is keeping the call from connecting. But, that doesn't explain why the local line forward is failing to complete. Progress.

rlsabin and hawks are correct as to the root cause. They (TW) initally tried to override everything as far as the pass thru info. That was the initial "patch" that they placed last nite. I tested it today while at the site for an unrelated problem. I asked TW if they wanted me to turn off the OLI setting - but he was certain that it shouldn't matter with the "override" in place. I'm expecting another call from TW this PM to continue the process. I had the client forward an open extension to my local home number so we can test on the fly.

BTW - there is absolutely nothing in the system logs right now other than showing my access. No errors no nothing.

Update - The vendor TWTC has reworked their feature package to allow external forward. I just got done testing and all external call forwarding works now! The client has a 3rd party consultant that sells nothing but carrier services, so I think that there was an impetus for TW to accomodate them and this was also at semi-high profile company that has a lot of big business contacts in the Tampa Bay area. Nonetheless, it is now possible to externally forward calls via the MICS thru TWTC hybrid SIP/T1 service package.
