When a user logs in nothing comes up except for a my documents window. If I close that out do ctrl+alt+del, and do new task and type explorer.exe the my documents window comes back up. Nothing else, no start menu, no icons, nothing. I have never seen this before...Please help

I would try copying the users profile (just their desktop and favorites) to a new place in Documents and Settings, rename the old one to USERNAME.old and then make them log in again and copy the desktop/favorites to the folder that is created when they log in again.

You may have to change a few things to get them working 100% again, but it's easier than trying to troubleshoot something that SHOULD work but doesnt for some reason.

I thought about doing that, but this problem happens with every account I've used logging in. Even when I login locally it does the same thing

Check in registry that this key's value is explorer.exe:
Code:
    Key: HKEY_LOCAL_MACHINE\Software\Microsoft\Windows NT\CurrentVersion\Winlogon\Shell

    Type: REG_SZ

    Value: Explorer.exe

If it is set, then you might need to replace explorer.exe from yur Windows CD and see if that fixes the issue.

Ignorance is not necessarily Bliss, case in point:
Unknown has caused an Unknown Error on Unknown and must be shutdown to prevent damage to Unknown.

Can you create the key there? see if that will fix the issue?
Also look here for another key that should have explorer exe as its value.

Code:
    Key: HKEY_Current_User\Software\Microsoft\Windows NT\CurrentVersion\Winlogon\Shell

    Type: REG_SZ

    Value: c:\windows\system32\explorer.exe
