if it's a used port then you may have a reverse on the jumper.. 90 percent of the time that error is caused by the software being active and the trunk not in service..
if that cust has a lot of working analog trunks, i would make a trip.. if not i would dial in, wait for the error.. translate it to a port and out that trunk or trunk and rdb..
i never leave anything programed that is not in service.. these boxes don't have enough mem to process streaming error msgs..
