Enable Call Forwarding Remotely with Embedded VM 3

We have a client with an IP500v2 running the latest version of 9.0, and Embedded Voicemail.

They want to have the ability to call in remotely and turn on and off their forwarding for a specific extension.

I have tried numerous ways; but have not been successful.

Any help would be appreciated.

We have FNE 31 working on users without a Power user or Mobile user license on 9.0.6. All we do is enter the twinned number and check Mobile call control. but the user profile stays "basic". we have been doing it this way for a couple years now. I have not tested this on 9.1 but will soon.
 
Intrigant, thanks for the detailed answer, but it's still not working. When I call into the DID, I get a busy tone, or sometimes just get disconnected. Not sure what's preventing it from working. Derfloh, I have a 9 as the prefix for my PRI trunk, so all my numbers have a 9 in front. I can CLI my cell to different destinations, so the number is matching.
 
Use sysmonitor to see if your incoming call shows as "ghost <your extnnmbr>, if not then mobile twinning is not rcognised and you get busy tone.
 
You will get alarms in SSA as well. You don't need the incoming CLI option in ICR. You can just dial in to FNE 00 and IP Office will try to match the incoming CLI with a user's mobile twinning number.
 
In monitor I see my name and cell phone number showing up. Twinning on my extension works... [hairpull]
 
Then the incoming CLI does not match the programmed number in the user settings.
 
Make sure mobile call control is checked you will get a busy signal if it is not.
 
Finally got it working on the customer's system. Strange, I just set it up once on their system with how I've been doing it on my shop's system and it worked! Still doesn't work on my system, oh well. Just did what Intrigant said (star for you). Thanks all for the help!

Shortcode created was *27/FNE Service/N.
Incoming call route. Used an unused DID, put my cell # in CLI, destination set to *2700.
On the user, enabled mobility and mobile call control, put my cell number in the twinning field.
Called into the incoming call route, got system dial tone, dialed short codes and it worked.
