Embedded Vm time out not working

I have a 500v2 7.32 mgnr embedded vm
I have the AA picking up on an outside call and I can do all the programmed dial actions dial by name, number press one etc. However the no action time out does not work I have it pointed to an ext and I can press o for that ext or do the other actions but if I let the AA time out the ouside line is hung up by the system. Could this be a confilict with using 0 to get to this ext (2241) ? any help appreciated.
 
is the fallback extension programmed in the incoming call route?

right from docs:
Maximum Inactivity: Default = 8 seconds; Range = 1 to 20 seconds. Release 3.0+.
This field sets how long after playing the prompts the Auto Attendant should wait for a valid key press. If exceeded, the caller is either transferred to the Fallback Extension set within the Incoming Call Route used for their call or else the caller is disconnected.

Yes I have programmed a fall back ext. in the incoming call route. and it is the same as the press 0 action key.

I have rebooted the system and even tried another ext to see if there was a conflict with the 0 out key.
