Embedded VM Outcalling on Basic Edition 9.0 not working

I installed an IPO 500V2 at 9.0 in Basic Edition/Embedded VM and 1416 phones. I set up both a phantom extension and a physical extension for outcalling. The incoming calls go directly to an automated attendant which prompts the caller to press 4 and transfers them to the outcalling mailbox to leave a message (currently going to a physical extension). The problem is that the outcalling only works intermittently and mostly not at all. I can see the call come in, leave a message, I see the line disconnect, but the system doesn't pick up another line and dial out. It seems like it works once, but the second, third and other attempts, it just stops. I took out a Partner system with Partner Messaging, and the outcalling worked just fine, but now with the IPO, it's failing miserably. The system has four analog lines. I have tried 9.0 and 9.01 and 8.1.69. I have formatted and rebuilt the SD card and reset the system. I have tried a different SD Card on a different control unit and no luck. Tech support is stumped. I have to have this running before close of business tomorrow before the weekend because it is an after hours emergency number. The only thing I haven't done is run monitor, I tried to but for some dumb reason it wouldn't connect even when my laptop was plugged right into the PBX.
 
So what I have been able to determine is that the person calling into the outcalling mailbox MUST press # when they are done recording. If they don't the out call does not go through and it also blocks out any additional messages from being called out. WTF!?!?!?
