I have set up *99 to allow someone calling from an analog set to check their VM. Is there a way that once the user logs in a hep menu will start talking right away. For example T listen to your messages press x, to change your settings press x. etc.. This would also be helpful when someone is calling in from outside and logging in remotely since they do not have a display with buttons to show them what to do.

*17 is the default for users to access their voicemail so you shouldn't need to set up a shortcode. Once logged in users can press 8 for help or according to the manual for configuration settings-user-voicemail

Voicemail Help Default = Off
This option controls whether users retrieving messages are automatically given an additional prompt "For help at any time press 8." If switched off, users can still press 8 for help. For voicemail systems running in Intuity emulation mode, this option has no effect. On those systems the default access greeting always includes the prompt "For help at any time, press *4" (*H in the US locale).

So it looks like the STAR is actually being used in place of a fixed FEATURE key for the IPO?

no feature keys on IPO but shortcodes that create features.
You can use 864236245 (spells voicemail) if you like, you just have to make a shortcode for it and that is the great thing with the IPO, you can make it do pretty much anything you like and emulating any other system that way. Except the voicemail (embedded) that is a castrated version of a voicemail and about as flexible as a German tank.

I find that Embedded is about equal to Nortel Call Pilot or BCM voice mail and Auto Attendant. It actually has a few more features than Nortel Call Pilot had.
